Times today are just as bad what with the video game market being made up of 80% first person shooters that are 80% brown and 20% black and 100% bloom.
The world editor is working for most things like laying land, water, pathways, connections, foreground objects, etc. but it doesn't do vehicle or stage creation. Once you have created these things in the file manually, you can use the editor to place them, but not create them. There are two sample worlds that show you what the file should look like.

Did you place the stages in the world using the editor first? General idea of creating worlds goes in this order:World Editor (Creating land)Text Editor (Creating Stages)World Editor (Placing Stages)It's not exactly intuitive I know but it's what you have to do.
