http://audacity.sourceforge.net/

with this you can convert any music file to ogg
and listen to ogg files too

i hope this helps people that are makeing music packs

btw you need <lame> too

Though, I'm not sure this has been mentionedmore than 500 times: SMW uses MP3's too.

I found one. JetAudio Basic from www.download.com. Now I can make some cool Music Packs from the MIDI files found at http://http://www.vgmusic.com

True. This is convenient if someone has a large music pack that needs as little space as possible, though.

Most people assume SMW only uses ogg files due to the fact that that's all it comes with.
EDIT: I also heavily use audacity. It's a great recording tool as well.

This is a bit of a bump but:

MP3s actually lose quality in the encoding process, oggs do not as much. I only use MP3s because no one wants to support oggs (thanks to all the Japanese doujin guys who do)

depends on how you encoded it, it's not like all mp3s are the same.
