Actually a rather interesting concept, but with a few problems.

First off,tiles have a certain area that they have to fit in. It would be very hard to determine this area on paper.

Second, this would mean no transparencies. Even if you use pink paper, there's going to be imperfections in the paper (and scanned image) that prevent transparency from working. This may not be a problem for simple maps, but for "artsier" maps and moving objects like enemies, items, and projectiles this may pose a problem.

Third is the imperfections themselves. If you were to simply use plain white paper for everything, you'd end up with every object being a slightly different shade. Time of day, lighting in the room, thickness of the paper, and whether there are folds in the paper will all determine what it will turn out looking like. And notebook paper would be next to impossible.

For stuff that looks like it was drawn by a five year old I suggest Crappy Mario War (Although it's outdated and will likely never be successfully updated.

thats why ive decieded to make a diffrent idea for it "paper mario war"
while searching ive noticed theres been one so i guess ill just revive it by making a tileset
